A symbolic link (also symlink or soft link) is a special type of file that contains a reference to another file or directory. It can be an absolute path, or relative to the directory where the link is stored.

A Linux symlink will only work on a Linux partition (or on a Linux partition 'filesystem-in-a-file', for example .sfs .2fs .3fs - which Puppy uses in frugal mode). This is worth considering when copying files to a Windows partition, or a compiling process that creates symlinks.
